How Jamaal Bowman Defeated Incumbent Congressman Eliot Engel in New York

In a stunning upset, Jamaal Bowman, a 44-year-old middle school principal, defeated 16-term incumbent Congressman Eliot Engel in the Democratic primary for New York’s 16th congressional district in 2020. Bowman’s victory is seen as a major win for the progressive wing of the Democratic party and a rebuke of the party establishment.

Bowman, who was endorsed by high-profile progressives like Alexandria Ocasio-Cortez and Bernie Sanders, ran on a platform of Medicare for All, the Green New Deal, and criminal justice reform. He positioned himself as a political outsider and community activist, criticizing Engel’s ties to corporate interests and his hawkish foreign policy positions.

The race took an unexpected turn in June when Engel was caught on a hot mic saying “If I didn’t have a primary, I wouldn’t care” at a press conference about the George Floyd protests in the Bronx. The comment played into Bowman’s narrative that Engel was out-of-touch with his district and only showed up during election season.

Engel, who chaired the powerful House Foreign Affairs Committee, was also dogged by questions about his residency in the district. He spent much of the COVID-19 pandemic at his home in Maryland, while Bowman highlighted his roots in the Bronx community.

Bowman’s victory is part of a broader trend of progressive challengers ousting long-serving Democratic incumbents. In 2018, Alexandria Ocasio-Cortez pulled off a similar upset against 10-term Congressman Joe Crowley in a neighboring district. 

The 16th district, which includes parts of the Bronx and Westchester County, is heavily Democratic, so Bowman is heavily favored to win the general election in November. If elected, he would be the first African American to represent the district in Congress.

Bowman’s win is proof of the power of grassroots organizing and the desire for change among Democratic primary voters. It remains to be seen whether his victory will embolden other progressive challengers to take on establishment Democrats in future elections.
